新发展格局下江苏双向投资发展现状及提升策略研究

Research on the Situation and Promotion Strategies of Jiangsu’s Two-way Investment Under the New Development Pattern

在新发展格局大背景下,促进双向投资高质量发展对实现区域经济发展和价值链攀升至关重要。基于新发展格局对双向投资发展的新要求,结合2013—2021年江苏对外直接投资与实际利用外资数据,从投资规模、资金流向和投资行业三个方面对双向投资高质量发展进行分析。研究发现,江苏双向直接投资存在规模发展不均衡、协调发展水平差异大、产业分布及区位布局不合理等问题。提出通过双向投资均衡发展、协调区域分工、调整投资产业流向、改善投资环境及打造合作契机等助力实现双向投资高质量发展的目标。

Under the new development pattern,promoting the high-quality development of two-way investment is crucial to the realization of regional economic development and the rise of the value chain.Based on the new requirements to the two-way investment,combined with the data of Jiangsu’s foreign direct investment(FDI)and actual use of foreign capital from 2013 to 2021,the high-quality development of two-way investment is analyzed from three aspects:investment scale,capital flow and investment sectors.The study finds that Jiangsu’s two-way FDI suffers from unbalanced scale development,large differences in coordinated development levels,and unreasonable industrial distribution and location layout.Through the balanced development of two-way investment,coordination of regional division,adjustment of investment industry flow,improvement of investment environment and creation of cooperation opportunities,it helps to achieve the goal of high-quality development of two-way investment.
