在城市更新背景下滨水地区的“四个再造”修复策略——以孝感市老澴河为例

The"Four Reconstructions"Restoration Strategy of the Waterfront Area Under the Background of Urban Renewal:Taking Laohuan River in Xiaogan City as an Example

在十四五纲要中提出,将实施城市更新行动作为推动城市空间结构优化和品质提升的重要加速器,城市更新已升级为国家战略。新一轮国土空间规划中保护开发统筹兼顾中,水资源、土地资源、耕地资源等列入城市建设发展的首要考虑要素;而中小城市面临大城市或省会中心城区等外部环境的竞争压力,如何利用城市更新手段将城市的低效用地提质升级,将是城市发展内核的有效手段。该文以孝感市老澴河更新改造为例,在共建长江大保护的前景下,以水文化为主线,提出更新改造策略,实现老城区空间、环境、功能、基层治理的“四个再造”。

In the 14th Five-Year Plan outline,the implementation of urban renewal action,as an important accelerator to promote the optimization of urban spatial structure and quality improvement,urban renewal has been upgraded to a national strategy.In the new round of protection and development planning,water resources,land resources and cultivated land resources are included as the primary factors of urban construction and development;small and medium-sized cities face the competitive pressure of big cities or provincial capitals,how to upgrade urban renewal will be an effective means of urban development core.Taking the reconstruction of Laohuan River in Xiaogan City as an example,under the prospect of jointly building the great protection of the Yangtze River,we take water culture as the main line and put forward the renovation strategy,so as to realize the"four reconstructions"of space,environment,function and grass-roots governance of the old city.
