内蒙古生态产品价值实现的瓶颈制约与实践进路——基于产品属性与供给需求视角

The Bottleneck Restriction and Practical Approach of Ecological Product Value Realization in Inner Mongolia:Based on the Perspective of Product Attributes and Supply and Demand

党的二十大报告强调了建立生态产品价值实现机制的重要性。党的十九大报告提到,需要提供更多高质量的生态产品,以满足人民群众日益增长的需求。生态产品的价值实现是推进生态保护和高质量发展的重要手段,也是践行“绿水青山就是金山银山”的有力抓手,是加强生态安全屏障建设的重要途径。内蒙古在持续推进和发展生态文明建设过程中已取得显著成效,然而内蒙古地区作为我国北方典型的干旱半干旱区域,不可避免地面临着水沙关系不协调、生态环境承载力不足、矿产资源开发和经济高质量发展冲突等问题。本研究围绕“内蒙古生态产品价值实现”,构建内蒙古生态产品价值实现理论框架,分析内蒙古生态产品价值实现现状与困境。为缓解内蒙古生态脆弱区人地矛盾、推动内蒙古生态可持续发展,系统提出内蒙古生态产品价值实现路径,即建立生态产品价值实现的制度体系和考核体系,完善生态产品价值实现的绿色金融体系和市场交易体系,构建生态产品价值实现的生态补偿机制和有偿使用制度。

In Report of the Party's 20th National Congress,the importance of establishing a value realization mechanism for ecological products was emphasized.The Report of the Party's 19th National Congress mentioned the need to provide more high-quality ecological products to meet the growing needs of the people.The realization of the value of ecological products is an important means to promote ecological protection and high-quality development,and it is also a powerful starting point to practice"clear water and green mountains are gold mountains and silver mountains".It is an important way to strengthen the construction of ecological security barrier.Inner Mongolia has made remarkable achievements in the process of continuous promotion and development of ecological civilization construction.However,Inner Mongolia,as a typical arid and semi-arid region in northern China,inevitably faces problems such as uncoordinated water-sediment relationship,insufficient ecological environment carrying capacity,and conflicts between mineral resources development and high-quality economic development.Then,this study focuses on"value realization of ecological products in Inner Mongolia",builds the theoretical framework of value realization of ecological products in Inner Mongolia,and analyzes the status quo and dilemma of value realization of ecological products in Inner Mongolia.In order to alleviate the contradiction between people and land in the ecologically fragile area of Inner Mongolia and promote the ecological sustainable development of Inner Mongolia,the path of realizing the value of ecological products in Inner Mongolia was systematically proposed,that is,establishing the system system and assessment system for realizing the value of ecological products,improving the green financial system and market trading system for realizing the value of ecological products,and building the ecological compensation mechanism and paid use system for realizing the value of ecological products.
