党的十八大以来,党和国家立足于国家治理、全面依法治国和中国式现代化的高度,坚持把宪法宣传教育摆在全民普法的重要位置,与时俱进地推进宪法宣传教育工作的创新发展。紧紧围绕为什么要开展宪法宣传教育、什么是宪法宣传教育、怎样加强宪法宣传教育三个问题,把宪法宣传教育作为一个多层次的复杂系统,进行体系化的分层思考和分类思考,明确宪法宣传教育与全面依法治国战略目标、哲学社会科学发展、宪法学理论发展之间的关系,是新时代宪法宣传教育工作创新发展的理论逻辑。

Since the 18th National Congress of the Communist Party of China in 2012,in terms of modernizing national governance,comprehensively advancing law-based governance,advancing the rejuvenation of the Chinese nation on all fronts through a Chinese path to modernization,the Party and the state have insisted on giving top priority to the publicity and education of the constitution in popularizing the law for all,and have advanced with the times to promote the innovation and development of the publicity and education of the constitution.We need to closely focus on three issues:why we should carry out the publicity and education of the constitution,what is the publicity and education of the constitution,how to strengthen the publicity and education of the constitution,and need to take the publicity and education of constitution as a multi-level complex system to conduct systematic stratification and classification,and clarify the relationship between the publicity and education of the constitution and the strategic goal of comprehensive rule of law-based governance,the development of philosophy and social sciences,and the development of constitutional theory.This is the theoretical logic for the innovative development of the publicity and education of constitution in the new era.
