开展工程建设项目审批标准化工作的实践与思考——以邛崃市工程建设项目审批国家级标准化试点为例

Practice and Thinking of Carrying out Standardization Work of Examination and Approval for Engineering Construction Project-Taking the National Standardization Pilot of Examination and Approval for Engineering Construction Project in Qionglai as An Example

工程建设项目审批标准化是支撑和推动国家治理体系和治理能力现代化建设的有效途径。本文以邛崃市工程建设项目审批国家级标准化试点为例,立足标准化视角,从试点顶层设计、试点标准体系、试点宣贯培训、试点持续改进等4个方面探析项目建设路径,并围绕“信息化+标准化”两化融合、多部门联动机制构建、标准化人才队伍建设、工程建设项目审批服务亮点特色提炼、标准化品牌打造等方面提出了思考和建议,总结了一条可向全国复制推广的标准化助力优化营商环境建设的“邛崃路径”和“邛崃样板”,旨在为国内其他城市和地区开展工程建设项目审批标准化工作提供参考借鉴。

The standardization of examination and approval for engineering construction projects is an effective way to support and promote the modernization of the national governance system and governance capacity.Taking the national standardization pilot of engineering construction project examination and approval in Qionglai city as an example,from the perspective of standardization,this paper explores the project construction methods from four aspects,including top-level design of pilot,standards system for pilot,promotion,implementation and training of pilot,and continuous improvement of pilot.The paper puts forward thoughts and suggestions in aspects including the integration of“informatization+standardization”,multi-department linkage mechanism construction,establishment of standardization talent team,summary of features of engineering construction project examination and approval services,standardization brand building,etc.The paper summarizes the“Qionglai Path”and“Qionglai Model”that can be replicated and promoted nationwide to help optimize business environment construction,which provides reference for other cities and regions in China to carry out standardization work in engineering construction project examination and approval.
