基于全人全程视角的国内外先进地区养老服务标准化建设比较分析

Comparative Analysis on Aging Service Standards at Home and Abroad from Whole-person and Whole-stage Perspectives

本文通过选取国内外代表地区,从“全人全程”与“资源投入”两大维度,进行养老服务标准建设情况对比研究,发现我国养老服务标准建设还存在服务内容欠缺、服务覆盖范围不足、资源投入量化标准不足、标准统一适用性欠缺等问题。建议借鉴先行国家经验,在今后的工作中注重薄弱环节的加强,凭借完善的养老服务标准体系,为高质量的养老服务提供有力支撑。

By selecting representative regions at home and abroad,this paper conducts a comparative study on the construction of elderly care service standards from the two perspectives of“whole-person and whole-stage”and“resource input”,and finds that there are still problems in the construction of China’s elderly care service standards,such as lack of service content,insufficient service coverage,lack of quantitative standards for resource input,and lack of unified applicability.The paper recommends that China learns from the experience of pioneer countries,focuses on strengthening the weak points in the future work,and provides strong support to the high-quality elderly care services with developed service standards system.
