智慧城市国际标准编制探索与实践

Exploration and Practice of International Standards Development for Smart City

在智慧城市和标准化创新发展的大背景下,各个国际标准组织纷纷开展了智慧城市领域国际标准研究并取得系列成果。本文重点描述智慧城市国际标准ISO 37166:2022《智慧城市基础设施——智慧城市规划的城市数据集成框架》情况,包括该标准的制定背景、技术内容、编制过程和意义作用,并进行了总结和展望。该标准由中国提出并立项,于2022年2月全球发布,南京市国土资源信息中心全程核心参与该标准制定。该标准是智慧城市领域规划数据集成的重要成果,也是我国国家标准走向国际的一次探索实践,为智慧城市领域其他国际标准编制提供借鉴。

In the context of the innovation and development of smart cities and standardization,various international standards organizations have carried out international standards research in the fi eld of smart cities and achieved a series of results.The paper elaborates the international standard for smart cities,ISO 37166:2022,Smart community infrastructures—Urban data integration framework for smart city planning(SCP),in detail,including the development background,technical content,development process,signifi cance of the standard,and summarizes and looks forward to its prospects.The standard was proposed by China,and was released globally in February 2022.Nanjing Land and Resources Information Center participated in the whole process of the standard development.This standard is an important achievement of planning data integration in the fi eld of smart city,and it is also an exploration practice for China’s national standards to go global,providing reference for the development of other international standards in the fi eld of smart city.
