摘要
本文回顾河流水电规划历程,根据不同时期特点,分析了河流水电规划编制的主导思想。继20世纪80年代提出了河流水电规划编制总体要求,在水能资源普查和水电基地规划经验总结的基础上,1995年版《河流水电规划编制规范》开始指导河流规划编制工作。随着水电开发规模跃升,2010年版《河流水电规划编制规范》对把握工程建设条件、做好生态环境保护和移民安置工作提出了更高要求。在“双碳”目标指引下,为构建新型电力系统、水电功能定位调整、水电发展迎来新机遇,最新发布的2023版《河流水电规划编制规范》把促进新能源开发利用和流域梯级安全应急融入河流规划思路,致力于引领水电行业可持续发展。
This paper reviews the history of river hydropower planning and analyzes the ideas of river hydropower planning based on the characteristics of different periods.Following the overall requirements for compiling of river hydropower planning proposed in the 1980s,based on the summary of experiences in hydropower resources investigation and planning of hydropower bases,DL/T 5042-1995,Specifi cation on compiling hydropower planning of river,began to guide the compiling of river planning.With a rapidly development of hydropower,DL/T 5042-2010,Specification on compiling hydropower planning of river,focused on higher requirements of engineering construction,ecological environment protection,and resettlement work.Under the guidance of carbon peak and neutrality goals,a new power system is to be built,with a positioning adjustment of hydropower,offering opportunities for hydropower development.The latest version NB/T 11170-2023,Code for preparation of river hydropower planning,integrates the promotion of new energy development and utilization,as well as the cascade safety and emergency response into the river planning ideas,which is committed to leading the sustainable development of hydropower.
