黑龙江省冰雪公共体育服务体系SWOT分析及“十四五”时期优化对策

The SWOT Analysis of Ice and Snow Public Sports Service System in Heilongjiang Province and Optimization Countermeasures in the“14th Five-Year Plan”Period

冰雪公共体育服务体系建设作为打造更高水平全民健身公共服务体系的关键一步,是打开发展格局、顺应黑龙江省群众对冰雪运动多样化需求的重要保障。运用SWOT分析法,得出黑龙江省冰雪公共体育服务在“十三五”时期依托自身的冰雪资源优势,多渠道地丰富了冰雪活动供给;劣势在于供需矛盾突出、政策执行力度不强、多元主体协同格局尚未形成;“十四五”时期,存在政策支持、北京冬奥会历史契机、东北三省区域协同、跨域融合发展等若干机遇;也面临着宏观经济下行和人口结构变动的潜在威胁。对此,提出转变更新治理理念、广泛调动治理主体、有效调整治理结构、健全细化治理机制等相关对策,以期优化黑龙江省冰雪公共体育服务体系,拓宽冰雪运动高质量发展路径,加快中国冰雪体育现代化进程。

The construction of ice and snow public sports service system,as a key step to build a higher level of public service system for national fitness,is an important guarantee to open up the development pattern and meet the diversified needs of the masses for ice and snow sports in Heilongjiang Province.Using the method of SWOT analysis,this paper draws a conclusion that the ice and snow public sports service in Heilongjiang province has enriched the supply of ice and snow activities through multiple channels during the“13th Five-Year”period,relying on their own advantages in ice and snow resources;The disadvantage lies in the prominent contradiction between supply and demand,weak policy implementation,and the synergistic pattern of multiple main entities has not yet been formed;During the 14th Five Year Plan period,there are a number of opportunities such as policy support,the Beijing Winter Olympics historical opportunity,regional coordination among the three northeastern provinces,and cross regional integration and development;But it also facing the potential threat of macroeconomic downturn and demographic changes.Aiming to above situations and problems,it is proposed to change and update the concept of governance,mobilize a wide range of governance entities,effectively adjust the governance structure,improve and refine the governance mechanism and other relevant countermeasures,in order to optimize the public sports service system of ice and snow in Heilongjiang Province,broaden the path of high-quality development of ice and snow sports,and accelerate the modernization process of China's ice and snow sports.
