基于内容分析法的川渝自由贸易试验区科技创新政策研究

Research on Science and Technology Innovation Policy of Sichuan and Chongqing Pilot Free Trade Zone from the Perspective of Content Analysis

【目的/意义】自由贸易试验区作为成渝地区双城经济圈的改革前沿阵地,剖析川渝自贸试验区科技创新政策的现状,完善其政策体系将提升科技创新能力,有助于成渝地区双城经济圈建设成为“具有全国影响力的科技创新中心”。【设计/方法】应用内容分析法,根据政策文本建立“政策工具–科技创新”二维分析框架,量化研究川渝与上海、广东等前两批自贸试验区的政策内容,比较川渝政策在供给端、需求端和环境端的不足。【结论/方法】研究发现川渝自由贸易试验区科技创新政策存在三大政策工具使用不平衡、各类次级政策工具占比结构不合理、财政手段使用过多、长期规划不足等问题,需提高环境侧和需求侧政策工具的使用,加强教育培训、科技金融、服务外包等支持力度,做好政府在公营事业、目标规划、法规管制和贸易监管等方面的补齐工作。

[Purpose/Significance]Pilot free trade zone is the forefront of the reform of Chengdu-Chongqing double-city economic circle.Analyzing the current situation of science and technology innovation policies and improving policy system of Sichuan and Chongqing Pilot Free Trade Zone to promote their technological innovation capability,helps Chengdu-Chongqing double-city economic circle into a“national influence of science and technology innovation center”.[Design/Methodology]This paper applies content analysis to establish a twodimensional analysis framework“policy tools-scientific and technological innovation”based on the policy text,quantitatively compares the policy contents of Sichuan-Chongqing region with the first and second batches of pilot free trade zones(Shanghai Pilot Free Trade Zone,Guangdong Pilot Free Trade Zone e.g.)to find its deficiencies of the policies in the supply side,demand side and environment side.[Conclusions/Findings]The study finds that there are some shortcomings of science and technological innovation policies in the Sichuan and Chongqing Pilot Free Trade Zone:unbalanced uses of three policy tools,unreasonable proportion of various secondary policy tools,excessive uses of financial means,lacking long-term plans and so on.It should increase the use of environmental and demand-side policy tools,strengthen support for education and training,finance in technology,service outsourcing,and do a better job in supplementing the government’s work in public undertakings,target planning,regulation and trade supervision.
