共建“一带一路”十周年:重大成就与未来推进路径

A Decade of Belt and Road Initiative:Major Achievements and Future Advancement Path

“一带一路”倡议经过十年发展,在“政策沟通、设施联通、贸易畅通、资金融通、民心相通”领域取得了一系列重大成就,其中:政策沟通达成广泛合作共识、设施联通建成全方位基础设施网络、贸易畅通取得实质性进展、资金融通体系不断完善、民心相通领域持续拓展。本文在对共建“一带一路”倡议十周年取得的一系列重大成就审视基础上,剖析了当前“一带一路”倡议发展面临的新机遇与挑战,首先,从机遇来看,“一带一路”能源合作拓宽了能源产业合作空间、“绿色丝绸之路”拓展了“一带一路”绿色发展空间、“健康丝绸之路”深化了医疗卫生领域合作空间、“数字丝绸之路”完善了数字领域合作空间;其次,从挑战来看,“一带一路”面临大国博弈带来的挑战、规则及标准对接带来的挑战、贸易结构不合理带来的挑战、国际复杂多变的经济政治环境带来的挑战,这些问题不利于“一带一路”高质量发展。综上,对“一带一路”建设前景进行研判,本文提出推动共建“一带一路”高质量发展的未来路径,主要有:加强规则标准对接,实现基础设施“软联通”;加速产业转型升级,提高产业国际竞争力;优化“一带一路”建设的外部环境;构建双向投资平台,提升投资质量。

Over a decade,the"Belt and Road"Initiative has accomplished a series of significant achievements in the realms of"policy coordination,infrastructure connectivity,unimpeded trade,financial integration,and people-to-people bonds".Specifically,extensive cooperative consensus have been reached in policy coordination;a comprehensive network of basic infrastructure has been established in infrastructure connectivity;substantive progress has been realized in unimpeded trade;continuous improvement has been witnessed in the financial integration system;and persistent expansion has occurred in the field of people-to-people bonds.This thesis,on the foundation of scrutinizing the critical accomplishments achieved in the tenth year of the collective construction of the"Belt and Road"Initiative,dissects the new opportunities and challenges faced by its current development.Firstly,in terms of opportunities,the"Belt and Road"energy cooperation has widened the space for collaboration in the energy industry;the"Green Silk Road"has expanded the space for green development;the"Health Silk Road"has deepened the space for medical and health cooperation;the"Digital Silk Road"has refined the space for digital cooperation.Secondly,regarding challenges,the tenth year of the"Belt and Road"faces obstacles brought by major power competition;challenges brought by alignment of rules and standards;difficulties stemming from an unbalanced trade structure;and hurdles origi⁃nating from the complex and changeable international economic and political environment,which are inopportune for the high-quality development of the joint construction of the"Belt and Road".In summary,this research judges the future prospects of the"Belt and Road"construction,proposing future pathways for propelling its high-quality development,mainly including:strengthening the alignment of rules and standards to achieve"soft connec⁃tivity"in infrastructure;accelerating industrial transformation and upgrading to enhance international competitiveness;optimizing the external environment for the"Belt and Road"construction;constructing a two-way investment platform to elevate investment quality.
