成渝地区内陆开放高地建设的现实逻辑、基础条件与实施路径——全球价值链重构视角的分析

摘要 中美经贸摩擦升级叠加突出公共卫生事件、环境事件等加速了全球价值链的重构进程。成渝地区建设内陆开放高地是适应全球价值链新变化与助推我国新发展格局构建和高质量发展的重大战略部署。基于全球价值链重构视角,深入剖析成渝地区内陆开放高地建设的现实逻辑,并从开放历史和门户作用、开放平台和口岸建设、开放型产业发展、对外通道和物流沟通等方面分析成渝地区内陆开放高地建设的基础条件,提出推动成渝地区内陆开放高地建设的实施路径建议,为成渝地区应对国内外新形势推动内陆开放高地建设提供理论借鉴和政策参考。 The escalation of economic and trade friction between China-US superimposed the Covid-19 epidemic,which has been accelerating the GVC(Global Value Chain)to be reconstructed.To construct inland open highland in Chengdu-Chongqing region is an important strategic arrangement to adapt to the GVC changes and to promote the construction of new development pattern and high quality developing in China.Based on the GVC reconstructed aspect,this paper has deeply analyzed the realistic logic why Chengdu-Chongqing region is going to construct the inland open highland.Firstly,the COVID-19 epidemic has strengthened the impact of the trade friction between China-US on China’s industrial development,and the deep impact of the GVC adjustment on China’s industrial competitive advantage and supply chain security cannot be ignored.It would be important to adjust the open area,and to strengthen the opening-up of the western China connected with Europe,especially the Chengdu-Chongqing region,which is located at the intersection of the Eurasian corridors.Thus it is an inevitable choice for China to deeply participate with Europe in the value chain after Covid-19 epidemic.It may help China reshape its industrial competitive advantage in international trade and promote the global supply chain to be stable.Secondly,southeast Asia has rapidly been integrated into the GVC,which is located along the Belt and Road and is a strategic place for the Eurasian continental plate to communicate with the American and Oceania plate.ASEAN is the largest trading partner of China,as well as Chengdu-Chongqing region at present.With the deepening of economic exchanges between China and Southeast Asia,the transportation hub,strategic location and industrial advantages of Chengdu-Chongqing region will be further strengthened,which will be good to expand opening-up for western China and to promote status in the GVC for China.Thirdly,China is going to build its new development pattern,as it has formed three major economic growth poles and open highlands in the eastern China,it is necessary to build a double-cycle fulcrum in the western inland of China.And this paper has also analyzed the basic conditions of Chengdu-Chongqing region to construct the inland open highland.Firstly,there is a long history of opening in Chengdu-Chongqing region and it has played a prominent role as a gateway in inland China.Secondly,a relatively complete open platform system has been built here,including comprehensive bonded zones,state-level new areas,hub ports and free trade zone.Thirdly,since the financial crisis,the electronic industry has been successfully introduced into Chengdu-Chongqing region.As a typical open industry,the great development of the electronic industry has not only promoted Chengdu-Chongqing region successfully to integrate into the GVC,but also explored and accumulated valuable experience in GVC participation for inland open.Fourthly,the open industries have promoted the development of external channels and the convenience of logistics,which will be a good foundation for Chengdu-Chongqing region opening to the Eurasian continent and conducive to formation a new GVC.Then this paper has put forward some suggestions on the way to promote the construction of inland open highland in Chengdu-Chongqing region,which would provide some theoretical and policy reference for Chengdu-Chongqing region to deal with the new situation to promote the construction of inland open highland.Firstly,Chengdu and Chongqing should do well in coordination with improving the open channels and platforms.So the position of Chengdu-Chongqing region as a transportation hub facing Europe and Asia can be strengthened,and the functions of the open platform in Chengdu-Chongqing region should be integrated and optimized.Secondly,the electronic industry in Chengdu-Chongqing region is at the low end of the value chain.To move up from the low end to the middle and high end may need to coordinate the industrial chain and the innovation chain.It would promote and expand the industrial value chain,especially the open industrial value chain.Thirdly,based on deepening value chain cooperation with the Eurasian region,Chengdu and Chongqing should jointly promote the all-round opening of the region,which can not only bring broad market to Chengdu-Chongqing region,but also provide continuous impetus for industrial upgrading.Fourthly,improving the cooperation mechanism is a key task of Chengdu-Chongqing economic circle construction.Based on the construction of inland open highland,Chengdu and Chongqing should break the restrictions of administrative divisions,establish a regular communication and coordination mechanism,and jointly explore new models and mechanisms for openness and innovation in digital economy,etc.
