自媒体时代公安机关执法公信力提升路径

Improving Path of Public Security Organs’Law Enforcement Credibility in We-Media Era

随着互联网技术的迅猛发展,我国已进入网络环境更为复杂的自媒体时代。公安机关作为维护国家安全和稳定的执法机关,其执法警察与人民群众接触最为密切,同时也处于社会舆论的风口浪尖,如果公安机关对涉警网络舆情处置不到位,经自媒体传播后,极易扩散、发酵。涉警网络舆情危机频现,会使公众对公安机关的信任度降低,造成执法公信力下降,不利于法治社会与和谐社会的建设。在自媒体时代,要提高公安机关的执法公信力,首先应全力提升公安民警的法律素养、执法办案能力和水平,维护社会公平正义;其次应建立涉警舆情的事前预警机制,同时及时跟进,妥善应对和处理;此外还应做好法治宣传,加强与媒体和社会公众的沟通,优化警民关系,赢得公众的理解和信任。

With the rapid development of Internet technology,China has entered the more complex we-media era.Public security organs,acting as law enforcement authority that safeguards national security and stability,have the closest contact with the public and are also at the forefront of public opinion.If the public security organs do not properly handle police-related online public opinion,it is easy to spread and ferment through we-media coverage.The frequent crisis of police-related online public opinion will reduce the public's trust in the public security organs,resulting in a decline in the law enforcement credibility,which is not conducive to the construction of a legal and harmonious society.In order to improve the law enforcement credibility of public security organs in the we-media era,we should first make spare effort to enhance the legal literacy and handling ability to maintain social fairness and justice;secondly,an early warning mechanism for police-related public opinion should be established,followed up in a timely manner,and handled appropriately.In addition,it is necessary to propagate the rule of law,strengthen communication with the media and the public,optimize the police civilian relationship,and eventually win the public understanding and trust.
