我国体育数字治理理论阐释、风险挑战与效能释放

数字治理因与数字技术紧密结合而带有革命性色彩,为实现体育治理体系和治理能力现代化注入强大动力。我国体育数字治理是在共产党的领导下,以政府为主导,借助数字技术建构运转有序、信息通畅,多元治理主体及社会资源相互影响并共同促进,满足人民群众体育需求和促进人全面发展的多层次治理形态。面对数字时代纷繁复杂的体育形态,体育数字治理表现为体育数字技术采纳、治理能力提升与治理体系优化之间交互影响、动态平衡,以满足治理需求的适配过程。当前,我国体育数字治理在理念、制度、战略和保障等层面尚面临诸多风险与挑战,未来应从以人民为中心、坚持党的领导、坚持独立自主与对外开放相统一、坚持依法治体等制度优势出发,树立体育数字治理理念,完善体育数字治理机制,构建体育数字治理格局,营造良好体育数字治理生态,以保证体育数字治理效能充分释放,推进体育治理体系和治理能力现代化。

Digital governance is revolutionary due to its close integration with digital technology,which greatly promotes the modernization of sports governance system and governance capabilities.Under the leadership of the Communist Party of China,led by the government and with the help of digital technology,China’s sports digital governance constructs a multi-level governance form which has orderly operation and smooth information,is mutually influenced and jointly promoted by multiple governance subjects and social resources,satisfies the people’s sports needs and promotes well-rounded develop-ment of people.Facing the complicated sports forms in digital age,China’s sports digital governance presents a adaptation process of the reciprocal effect and dynamic equilibrium among digital technology adoption,the improvement of sports governance capabilities and governance system optimization,which can meet the governance requirements.At present,China’s sports digital governance is still faced with many risks and challenges in concept,system,strategy and guarantee and so on.In the future,China’s sports digital governance should proceed from such institutional advantages as taking the people as the center,upholding the leadership of the CPC,adhering to the unity of independence and opening up,governance sports according to the rule of law,and establish the concept,improve the mechanism,construct the pattern,create a sound ecosystem for sports digital governance,so as to ensure the full release of sports digital governance efficien-cy and promote the modernization of sports governance systems and governance capabilities.
