内蒙古草原核心区风电项目退出机制和实施路径研究

Study on the Exit Mechanism and Implementation Path of Wind Power Projects in Inner Mongolia Grassland Core Area

为深化落实草原生态环境保护相关制度,有必要推动草原风电退出。通过开展草原核心区风电项目退役的路径分析和配套政策研究,提出了草原风电项目的退出标准和退出机制,并对风电项目退出进行成本测算和置换规模测算;通过对内蒙古自治区已建风电场运行状况开展调研收资,评估草原核心区风电项目对生态环境影响,提出了草原核心区风电退出实施路径和配套政策。

In order to deepen the implementation of relevant regulations and systems of grassland ecological environment protection,it is necessary to promote the exit of grassland wind power.By analyzing the exit path and studying the supporting policy of wind power projects in grassland core area,the exit criteria and mechanism of wind power projects in grassland core area are put forward,and the exit cost and replacement scale of wind farms are calculated.Based on the investigation of the operating status of wind farms already built in Inner Mongolia Autonomous Region,the impact of wind power projects in grassland core area on ecological environment is assessed,and the implementation path and supporting policies of wind power project exit in grassland core area are proposed.
