Technology Empowerment and Policy Support:The Dual Core Driving Mechanism of Digital Agriculture

数字农业既是建设数字中国的重要内容,也是乡村振兴的战略方向。数字农业的根本性议题是找到核心驱动力并认识它们的运行机制,即动力机制问题。为深入理解数字农业发展的动力机制,以数字技术与农业发展的耦合互动为主线,在众多推动因素中找到核心推动力,建构出“技术适用性—政策支持度”的基本分析框架。聚焦渝东北地区F村的数字果园为个案,从历时性的角度考察数字农业发展所需的前置条件、交互行动所引发的技术嵌入、政策支持的各种属性。为推动数字农业高质量发展,未来必须不断提高技术与政策的适配度,不断实现双核驱动与和发挥农民主体性相统一。

Digital agriculture is not only the important content of building digital China,but also the strategic direction of rural revitalization.The fundamental issue of digital agriculture is what is the driving force and how to interacts,that is,the driving mechanism.In order to deeply understand the dynamic mechanism of digital agriculture development,this paper takes the coupling interaction between digital technology and agricultural development as the clue,finds the core driving force among many driving factors,and constructs a basic analysis framework based on"technical applicability-policy support".Focusing on the digital orchard of F Village in northeast Chongqing as a case study,this paper investigates the preconditions required for the development of digital agriculture,the technical embeddings caused by interactive actions,and various attributes of policy support from a diachronic perspective.In order to promote the high-quality development of digital agriculture,we must continuously improve the compatibility of technology and policy in the future,and constantly realize the unification of dual-core driving and giving play to the subjectivity of farmers.
