水治理体系是国家与社会治理体系的重要组成。在研究流域高质量发展与现代化治理体系内涵基础上,结合典型流域的做法、经验、实践探索与理论成果,分析钱塘江流域的现状治理与发展形势,探讨完善钱塘江流域现代化治理体系的建设思路,提出近、远期治理目标及对策举措,为下阶段拓展治理路径、深化治理改革、完善治理维度提供借鉴。

The water governance system is an important component of the national and social governance system.Based on the study of the connotation of high-quality development and modern governance of basins,combined with the practices,experiences,practical exploration,and theoretical achievements of domestic and foreign classic basin management,this paper analyzes the current situation and developing trends of the Qiantang River Basin,and discusses the overall thinking for improving the construction of its modernization system,proposes short-term and long-term goals and countermeasures in order to provide reference for expanding the governance path,deepening management reform and improving system construction in the next phase.
