摘要 药品生产安全风险评估存在信息不完备和不确定的问题,影响评估结果的准确性。对此,提出一种融合指标权重和专家权重的组合集成赋权模型,来消除对专家主观性评估的依赖,提高评估结果的可信度。以药品生产安全为例:首先,根据药品生产监督管理办法构建指标体系,得到第三级指标的风险等级判断并用D数表示;然后,基于结构熵权法确定各级指标权重,使用TOPSIS法求出专家权重,主客观评价相结合得到药品生产安全风险评估值;最后,通过案例计算进行验证分析。 Drug manufacturing safety risk assessment suffers from incomplete and uncertain information,which affects the accuracy of assessment results.In this regard,a combination of indicator weights and expert weights was proposed to eliminate the reliance on expert subjective assessment and improve the credibility of assessment results.Taking drug production safety as an example,firstly,the index system was constructed according to the drug production supervision and management method,and the risk level of the third level index was judged and expressed by D-number.Then the index weights of each level were determined based on the structural entropy weight method,and the expert weights were derived using TOPSIS,the risk assessment value of drug production safety was obtained by combining subjective and objective evaluation.Finally,the case calculation is used for verification analysis.
