摘要
数字经济的蓬勃发展,催生了大量的新业态从业人员,改变了传统的劳动用工形式,也给我国社会保障制度带来了新的机遇与挑战。文章在分析数字经济背景下用工关系复杂性的基础上,针对现行社会保障制度覆盖面窄、从业人员补充性社会保障项目缺失以及缴费主体确定难等困境,通过总结梳理试点效果和借鉴国外相关经验,提出扩大社会保障的覆盖范围、强化平台企业责任、推进多元化且具灵活性的社会保障制度建设、构建全国统一的社会保障数字管理服务平台等建议,以期能为推动数字经济背景下新业态从业人员社会保障制度的发展完善提供参考。
The vigorous development of digital economy has given birth to a large number of employees in new business forms,changing the traditional forms of employment,and bringing new opportunities and challenges to the social security system in China.In this paper,on the basis of the analysis of the complexity of the employment relationship under the background of digital economy,in view of the dilemmas such as the narrow coverage of current social security system,the lack of supplementary social security projects for employees,and the difficulty in determining the contribution subjects,by summarizing the pilot effect and drawing on the foreign experiences,some suggestions are put forward,including expanding the coverage of social security,strengthening the platform corporate liability,promoting the diversification and flexibility of the social security system,and building a national unified social security digital management service platform,so as to provide references for promoting the development of the social security system for employees in new business forms under the background of digital economy.
