基于博弈DEA的中外合作办学本科人才培养效率评价

Evaluation of Undergraduate Talent Cultivation Efficiency of Chinese-foreign Cooperation in Running Schools Based on Game DEA

中外合作办学本科人才培养质量评价是保障我国高校中外合作办学高质量发展的重要工作。文章提出一种产出导向型博弈DEA方法,对我国25家代表性中外合作办学机构2018-2021年的本科人才培养效率开展评价,并将合肥工业大学国际经济与贸易(中外合作办学)项目的本科人才培养效率与25家代表性中外合作办学机构进行比较。研究发现:(1)我国中外合作办学机构人才培养效率整体表现良莠不齐;(2)现阶段我国高校中外合作办学的本科人才培养效率还存在较大的改进潜力;(3)在样本观察期内,具有独立法人资格的中外合作办学机构人才培养效率整体呈上升趋势,而不具有独立法人资格的机构表现基本保持平稳;(4)建立时间较早的中外合作办学机构总体人才培养效率相对更高,并且效率值分布更加集中;(5)“985”院校的中外合作办学机构本科人才培养效率均值最高,而“211”院校的中外合作办学机构本科人才培养效率分布最为集中;(6)与众多中外合作办学机构相比,合肥工业大学国际经济与贸易(中外合作办学)项目的本科人才培养效率表现位于第一梯队。

The evaluation of undergraduate talent cultivation efficiency is a significant measure to guarantee the high-quality development of Chinese-foreign cooperation in running schools in Chinese universities.This paper proposes an output-oriented game data envelopment analysis(DEA)method to evaluate the undergraduate talent cultivation efficiency of 25 representative Chinese-foreign cooperatively-run educational institutions(CFCEIs)from 2018 to 2021,and further compares the result with that of the Chinese-foreign cooperatively-run educational project in International Economics and Trade of Hefei University of Technology(HFUT).The findings are as follows:in general,there is a large variation between the talent cultivation efficiency of the 25 CFCEIs involved;there is still great improvement potential for the talent cultivation efficiency in Chinese-foreign cooperation in running schools;during the sample observation period,the talent cultivation efficiency of the CFCEIs with independent legal person status exhibits an overall rising trend,while the performances of the CFCEIs without independent legal person status basically remain stable;the CFCEIs established earlier have an overall higher efficiency in talent cultivation,and the efficiency distribution is more concentrated;for the samples investigated,the CFCEIs of“Project 985”universities have the highest average value of undergraduate talent cultivation efficiency,while the CFCEIs of“Project 211”universities show the narrowest distribution of undergraduate talent cultivation efficiency;compared with many CFCEIs,the Chinese-foreign cooperatively-run educational project in International Economics and Trade of HFUT exhibits top-tier undergraduate talent cultivation efficiency.
