总体国家安全观视域下西安市公共卫生应急管理体系建设研究

Construction of Xian public health emergency management system in the perspective of overall national security

健全公共卫生应急管理体系是完善国家安全体系,提升应对突发公共卫生事件处置能力的客观要求。新型城镇化及城乡一体化发展背景下,人民群众对卫生健康提出更高的需求。从应急管理预案、体制、机制、法制等4个方面,分析西安市公共卫生应急管理体系的建设现状。结合新冠疫情防控实际,从政府责任、多元主体关系、资源配置、人才队伍建设等方面,探讨公共卫生应急管理体系现代化的影响因素。最后,提出西安市应当强化公共卫生法治建设、提高依法防控能力,补齐公共卫生服务短板、完善疾病预防控制体系,健全公共卫生应急管理机制、完善重大疫情防控救治体系,完善重大疾病医疗保险和救助制度、健全全民医疗保障体系,完善物资生产储备制度、建立应急物资保障体系等政策建议。

Improving the public health emergency management system is an objective requirement to improve the national security system and enhance the ability to deal with public health emergencies.Under the background of new urbanization and urban-rural integration,the people put forward higher demands for health.This article ana-lyzed the current situation of Xian public health emergency management system from four aspects:emergency man-agement plan,system,mechanism and legal system.Combined with the actual situation of COVID-19 prevention and control,this paper analyzed the influencing factors of the modernization of public health emergency management system from the aspects of government responsibility,multi subject relationship,resource allocation and talent team construction.Finally,it was proposed that Xi'an should strengthen the construction of the rule of law in public health,improve the ability of prevention and control according to law,make up the shortcomings of public health services,improve the disease prevention and control system,improve the public health emergency management mechanism,improve the prevention and treatment system of major epidemics,improve the medical insurance and rescue system for major diseases,improve the national medical security system,improve the material production and reserve system,and establish the emergency material security system.
