黑救护车存在较大社会危害成已为扫黑除恶的重点整治内容。本文描述了黑救护车的社会危害,黑救护车综合治理中涉及各部门监管职责,重点阐述了卫生监督机构查处黑救护车的案由和治理措施,提出健全相关法律法规和管理规范、强化跨省跨部门联合整治机制、探索非急救医疗转运市场准入、形成全社会参与的整治氛围的对策建议。

Illegal ambulances have great social harm,which become the key rectification content of the eradica-tion of triads and evil.This paper described the social harm of illegal ambulances,and the supervision responsibili-ties of various departments involved in the comprehensive treatment of illegal ambulances.It focused on the reasons for the investigation and treatment of illegal ambulances by health supervision institutions and governance measures,and put forward countermeasures and suggestions to improve relevant laws and regulations and management norms,strengthen the joint rectification mechanism across provinces and departments,explore the market access of non e-mergency medical transfer,and form a rectification atmosphere with the participation of the whole society.
