共同富裕目标下推进基本公共服务可及性的内在逻辑和实践路径

The internal logic and practical approach to promoting the accessibility of basic public services in pursuit of common prosperity

共同富裕是社会主义的本质要求,是中国式现代化的重要特征,也是人民群众的共同期盼。健全基本公共服务体系,提高基本公共服务水平,增强基本公共服务的均衡性和可及性,是扎实推进共同富裕的重要内容和手段,而共同富裕的“人民性”价值属性以及“物质和精神共同富裕”的现实要求则为推动基本公共服务发展提供了目标引领。目前我国基本公共服务呈现出新的发展态势,但在城乡间、区域间以及群体间仍存在明显差距,不利于共同富裕的推进。因此,基本公共服务应以可及性为价值理念,紧扣共同富裕建设目标,通过扩容服务覆盖范围、深化服务机制改革、提升数字化水平建设,增强服务效能、提升服务水平,为扎实推动共同富裕奠定必要的基础。

Common prosperity is the essential requirement of socialism,an important feature of Chinese-style modernization,and the common aspiration of the people.Improving the level of basic public services,and enhancing the balance and accessibility of such services are important contents and means to promote common prosperity effectively,and the value attribute of"people's nature"of common prosperity and the realistic requirement of"material and spiritual common prosperity"provide goal guidance for promoting the development of basic public services,and the ensuring access to basic public services is an important aspect and means to achieve common prosperity.Currently,China's basic public services have shown a new trend of development.However,there are still evident disparities between urban and rural areas,regions,and social groups,which hinder the achievement of common prosperity.Therefore,basic public services should prioritize the accessibility as the value concept,closely align with the goal of promoting common prosperity,enhance their service level by expanding coverage and deepening mechanism for basic public services,and improve digital capabilities to establish a necessary foundation for effectively advancing common prosperity.
