政府和社会资本合作(PPP)在我国已有三十多年的发展历程,形成了独具中国特色的PPP模式,走出了一条特点鲜明的PPP发展之路。然而,随着PPP项目规模的不断扩大,PPP在实际应用中的问题也逐步凸显。其中,作为PPP项目最重要的两个利益相关者,政府和社会资本之间的制度逻辑冲突是PPP项目中最为典型也最为根本的问题。如何使公私双方理解、包容与尊重彼此的价值目标,在公共利益逻辑与资本利益逻辑之间求同存异,已经成为政府和社会资本双方开展良性合作、推动项目有效实施的关键。本文探索公私制度逻辑冲突与社会资本在PPP项目中合作行为之间的作用机理,通过理论建模与实证分析,对公私制度逻辑冲突、社会资本视角下和政府之间的相互依赖与关系嵌入及社会资本合作行为四个构念之间的内在联系与影响关系进行分析与检验。本文旨在揭示公私制度逻辑冲突对社会资本在PPP项目中合作行为的影响机理与作用路径,进而深化相关理论研究,为政府和社会资本对PPP项目进行治理提供有效指导。

Public-private partnership(PPP)has developed over 30 years in China,which has formed a unique Chinese PPP model and a distinctive PPP development path.However,with the continuous expansion of PPP projects,problems associated with PPP gradually become prominent in practice.Among them,the institutional logic conflict between the government and the private sector,which are the two most important stakeholders in PPP projects,is the most typical and fundamental problem in PPP projects.How to make both public and private parties understand,tolerate and respect each other’s values and seek common ground while reserving differences between the public interest logic and the capital interest logic,has become the key to the cooperation between the government and the private sector,and eventually the effective implementation of PPP projects.This paper explores the mechanism between public-private institutional logic conflict and private sector’s cooperative behaviors in PPP projects.In this paper,we explore the mechanism between public-private institutional logic conflict and private sector’s cooperative behaviors in PPP projects.Through theoretical model establishment and empirical analysis,the inter-connections and relationships among public-private institutional logic conflict,interdependence and relational embeddedness between the government and the private sector and private sector’s cooperative behaviors were examined.The possible theoretical and practical contributions of this paper are as follows:(1)Through a mixed method approach,it is found that the public-private institutional logic conflict in the PPP project context is a two-dimensional construct composed of assumption conflict and practice conflict,which provides a theoretical framework for the government and private sector to understand the connotation and dimension of public-private institutional logic conflict in the PPP project context;(2)With the hypothetical relationships between public-private institutional logic conflict,interdependence between private sector and government,relational embeddedness between private sector and government,and private sector’s cooperative behaviors constructed,the inner relations and influences among these four constructs are further revealed.First,assumption conflict and practice conflict both have negative direct effect and indirect effect on private sector’s cooperative behaviors,however,there are certain differences.In specific,relational embeddedness between private sector and government plays a partial mediating effect be-tween assumption conflict and private sector’s cooperative behaviors,while both interference and relational embeddedness between private sector and government play independent partial mediating effect,and parallel mediating effect together,wherein the parallel mediating effect plays a major role.Second,assumption conflict affect interdependence between private sector and government,while practice conflict affects both interdependence and relational embeddedness between private sector and government.Third,both interdependence and relational embeddedness between private sector and government have positive impact on private sector’s cooperative behaviors.(3)Taking private sectors as the research object,this paper studies the cooperative behaviors of private sector in PPP projects,provides a logical framework for the government to think in private sector’s positions,which helps the government to effectively manage public-private institutional logic conflicts and promotes the display of private sector’s cooperative behaviors.
