中国-东盟信息港南宁核心基地高质量发展路径研究

Exploring the Promotion Strategies for the Nanning Core Base of China-ASEAN Information Port in the Context of the Digital Silk Road Initiative

“数字丝绸之路”注重营造一个更加开放、和平、安全和创新的网络空间,在政治维度重塑全球数字治理价值共识,在经济维度构筑全球数字经济发展新模式,在安全维度提出全球跨境数据流动规制新路径,已经成为“一带一路”倡议的重要组成部分。广西明确建设面向东盟的“数字丝绸之路”,并将中国—东盟信息港作为主要支撑平台。中国-东盟信息港南宁核心基地是南宁建设面向东盟的“数字丝绸之路”的核心载体,其成为“数字丝绸之路”建设的地方实践。基于以上背景和目标,文章分析了中国-东盟信息港南宁核心基地的建设成效、现存问题、发展机遇和面临挑战,并从基础设施、信息共享、技术合作、经贸服务、人文交流五大平台的角度,提出高质量推进中国-东盟信息港南宁核心基地的具体路径及对策措施,以期为深化中国—东盟数字领域合作提供助力。

With the aim of fostering an even more open,peaceful,secure,and innovative cyberspace,the Digital Silk Road has become an essential part of the Belt and Road Initiative in reshaping global digital governance,pro⁃moting new digital models of economic development,and establishing cross-border digital regulation pathways.Guangxi has actively pursued the construction of the Digital Silk Road towards ASEAN,with the China-ASEAN Infor⁃mation Port as a key supporting platform.The China-ASEAN Information Port in Nanning plays a pivotal role in con⁃necting Nanning and ASEAN,serving as a local model for Digital Silk Road implementation.This research examines the development conditions,challenges,opportunities,and existing problems facing the Nanning core base of the China-ASEAN Information Port.The study explores five main platforms:infrastructure,information exchange,techni⁃cal cooperation,economic and trade services,and cultural exchange.It proposes specific strategies and measures to effectively promote the Nanning core base,supporting the deepening of China-ASEAN digital cooperation.
