基于非合作博弈高污染行业绿色低碳转型分析

摘要 目前我国黄河流域的生态环境及经济状况形势严峻,从协同发展角度来看,为解决黄河流域生态保护和高质量发展问题,以湟水流域支流为例,构建青海省政府促进湟水流域高污染行业是否主动转型的博弈模型,分析政府与企业之间的决策过程、博弈结果以及博弈均衡的改善,加强政府和企业的协同能力。结果表明:(1)碳排放费用的高低影响了企业低碳化转型的动力;(2)政府督促成本与环境收益直接影响政府的促进效果;(3)绿色低碳化转型所需技术成本过高,小企业无力承担。最后根据博弈结果分析提出相应的低碳转型政策建议。 At present,the ecological environment and economic situation of the Yellow River Basin in China are severe.From the perspective of coordinated development,in order to solve the problems of ecological protection and high-quality development of the Yellow River Basin.A game model of the Qinghai provincial government promoting the active transformation of high pollution industries in Huangshui basin.The decision-making process between the government and enterprises are analyzed.The improvement of game results and game equilibrium strengthens the synergy between government and enterprises.The results show that(1)the level of carbon emission cost affects the driving force of enterprise green and low-carbon transformation;(2)the cost of government supervision and environmental benefits directly affect the promotion effect of the government;(3)the technology cost required for the transformation of green low-carbon is too high for small enterprises to bear.Finally,according to the analysis of the game results,the corresponding low-carbon transformation policy suggestions are put forward,which provides a certain theoretical reference for the high-quality development of the Yellow River Basin in China.
