Research on Arable Land Restoration in Guangdong Province under the Background of“In-Out Balance”

耕地恢复是落实耕地“进出平衡”,确保耕地总量不减少的重要手段。广东省耕地恢复实践中存在的主要问题包括:①管理交叉重复,工作缺乏规划统筹;②政策体系不健全,项目实施制约多;③涉及利益主体多,各方利益协调难。进一步推进广东省及各地耕地恢复工作的政策建议:①加强规划引领,因地制宜有序推进耕地恢复工作;②构建耕地恢复政策体系,完善制度建设;③创新利益平衡模式,破解资金筹措难题;④构建治理主体多元路径,强化考核监督管理。

The restoration of arable land is an important means to implement the“In-out balance”of arable land and ensure that the total amount of arable land does not decrease.The main problems existing in the practice of arable land restoration in Guangdong Province include:①management cross duplication and the work lacks planning and coordination;②policy system is not sound,and there are many constraints on project implementation;③there are many stakeholders involved and it is difficult to coordinate the interests of all parties.In order to further promoting the arable land restoration in Guangdong Province and other regions,the policies suggestion follow:①strengthen the guidance of planning and advance the restoration of arable land in an orderly manner in light of local conditions;②construct the policy system of arable land restoration and improve the system construction;③innovative the interest balance model and crack the problem of fund raising;④establish multiple paths for governance subjects and strengthen management of examination and supervision.
