澳大利亚中等强国教育外交战略及中国应对

摘要 澳大利亚出于对收益、国际声誉、文化与价值观输出等方面的考量,将教育外交视为服务国家战略的重要工具。运用中等强国外交理论进行剖析,发现澳大利亚在教育外交方式、教育外交部署、教育外交原则三个层面表现出逻辑转向,即从对美国进行单向输入转向多渠道双向流动,对亚洲地区由拒绝排斥到全面融入,由多元文化主义衍生至国际现实主义,在进取性教育外交、地区性教育外交、多边性教育外交三重维度下开展教育外交行动。当前中国特色大国外交理念与澳大利亚中等强国教育外交战略逻辑存在差异,应扬弃性借鉴澳大利亚教育外交行动。我国需坚持独立自主的教育外交逻辑,完善教育外交的综合性布局,践行以人才培养为核心的教育外交行动。 Australia has strategically embraced education diplomacy to enhance economic gains,international reputation,and cultural influence.Analyzing this through intermediate power diplomacy theory reveals a shift in Australia's approach across three dimensions:methodology,deployment,and principles.The transition is evident from unidirectional influence,mainly focused on the US,to a diversified,bidirectional engagement strategy,while also evolving from multiculturalism to international realism,particularly in engaging with Asia.Australia's education diplomacy encompasses proactive,regional,and multilateral initiatives,spanning proactive education diplomacy,regional engagement,and multilateral cooperation.China's diplomacy,as a major power,differs from Australia's"intermediate power"approach,suggesting potential for selective adoption while maintaining an independent education diplomacy strategy.China should prioritize an independent approach,refine its comprehensive diplomatic strategy,and prioritize talent development within its education diplomacy efforts.
