国内外重型商用车油耗和碳排放法规趋势浅析 被引量:1

摘要 近年来,各国积极应对气候变化,绿色低碳转型已经成为全球应对气候变化的一致行动。重型商用车主要采用传统化石燃料发动机,运行时间长,工作负荷大,能源消耗高,是交通领域温室气体排放的主要来源之一;随着保有量的不断增加,如何降低重型商用车油耗,减少碳排放已经成为各国关注重点。目前中国以及欧美等发达国家积极采取各项措施,完善油耗及碳排放相关标准、法规的制修订,推动重型商用车绿色低碳转型。本文主要研究了中国、欧盟和美国重型商用车油耗和碳排放法规现状和未来发展趋势,同时对比各国法规类型、管理方式、监管指标、评价方法、管理车型的差异,并对未来国内重型商用车向低碳转型技术方案和未来法规发展趋势做出预估。 In recent years,countries have actively responded to climate change,and the green and low-carbon transition has become a concerted global action to address climate change.Heavy commercial vehicles mainly use traditional fossil fuel engines,with long operation time,large workload and high energy consumption,which are one of the main sources of greenhouse gas emissions in the transportation sector;with the continuous increase of ownership,how to reduce the fuel consumption of heavy commercial vehicles and reduce carbon emissions has become the focus of all countries.At present,China,developed countries such as Europe and the United States are actively taking various measures to improve the formulation and revision of standards and regulations related to fuel consumption and carbon emissions,and promote the green and low-carbon transformation of heavy commercial vehicles.This paper mainly studies China,the European Union and the United States heavy commercial vehicle fuel consumption and carbon emission regulations present and future development trend,at the same time compare the national regulations type,management mode,regulatory indicators,evaluation methods,management models,and for the future domestic heavy commercial vehicles to low carbon transformation technology solutions and future regulations development trend.
