On Intellectual Property Education and Achievement Transformation Management in Colleges and Universities Under the Background of“Da Chuang”

“大创”计划是知识产权强国建设不可或缺的重要环节,能为我国培养更多的创新型人才,以适应和满足知识经济的需求。现阶段“大创”背景下高校知识产权教育和成果转化管理都存在着许多亟待解决的问题。完善知识产权教育的路径有:结合“大创”教育,设置知识产权教育制度,完善创新创业教育机制;建立不同类别的课程体系,完善人才知识结构;培训引进师资,弥补知识产权教育师资不足;探索多形式实践教学,拓宽知识产权教育方式和渠道。完善知识产权成果转化与管理的路径有:以市场需求定位,提高项目立项与结题质量;协议约定知识产权归属及转化收益,促进知识产权创造的积极性;加大扶持,搭建平台,加速转化“大创”知识产权成果;加强管理,建立严格的“大创”成果管理体制。

“Da Chuang”plan(innovation and entrepreneurship training program for college student)is an indispensable and important link in the construction of a powerful intellectual property country.It can cultivate more innovative talents for China to meet the needs of knowledge economy.Under the background of“Da Chuang”,there are many problems to be solved in intellectual property education and achievement transformation management in Colleges and universities.The ways to improve intellectual property education are:combined with“Da Chuang”education,set up intellectual property education system and improve innovation and entrepreneurship education mechanism;establish different types of curriculum systems and improve the knowledge structure of talents;train and introduce teachers to make up for the shortage of teachers in intellectual property education;explore various forms of practical teaching and broaden the ways and channels of intellectual property education.The ways to improve the transformation and management of intellectual property achievements are as follows:improve the quality of project initiation and conclusion based on the market demand;promote the enthusiasm of intellectual property creation by the agreement which stipulates the ownership and transformation income of intellectual property rights;increase support,build a platform and accelerate the transformation of“Da Chuang”intellectual property achievements;strengthen management and establish a strict“Da Chuang”results management system.
