Research on the Integration of Whole Process Engineering Consultation and EPC

全过程工程咨询与EPC是目前建设行业大力推行的工程建设组织模式。作为我国建筑业转型升级的一体两翼,发挥二者融合所形成的集合优势,有利于提高工程建设的质量与效率。基于全过程工程咨询与EPC的特点,就二者在工程项目中融合的匹配性、合理性,以及二者融合的意义、可产生的作用与效果进行探讨。在此基础上,阐述二者融合中须关注的一些问题,包括应充分利用融合模式所带来的有利条件,发挥好设计的作用。融合模式下全过程工程咨询单位不仅应为发包人做好项目建设全过程、全方位的专业助手,还应该基于专业认知,为工程总承包单位提供相关业务指导和做好相关协同。

Whole process consultation and EPC are currently vigorously promoted engineering construction organization modes in the construction industry.As one body and two wings of China’s construction industry transformation and upgrading,leveraging the collective advantages formed by the integration of the two is beneficial for improving the quality and efficiency of engineering construction.Based on the characteristics of full process engineering consulting and EPC,this paper explores the matching and rationality of their integration in engineering projects,as well as the significance,potential roles,and effects of their integration;On this basis,it elaborates on some issues that need to be addressed in the integration of the two,including fully utilizing the favorable conditions brought by the fusion mode and exerting the role of design;Under the integrated mode,the entire process engineering consulting unit should not only provide professional assistants for the employer throughout the entire project construction process and in all aspects,but also provide relevant business guidance and coordination for the general contracting unit based on professional knowledge.
