利用环境规制政策来促进江苏制造业绿色创新发展

Utilizing Environmental Regulation Policies to Promote the Green Innovation Development of Jiangsu's Manufacturing Industry

制造业绿色化是实现制造业高质量发展的必由之路。江苏已在战略规划层面将绿色创新确立为制造业转型升级的目标模式,这既是推进制造业供给侧结构性改革的根本路径,也是建设自主可控的先进制造业体系的内在要求。江苏在制造业绿色创新发展方面取得了初步成就,但也存在诸多不足。例如绿色发展意愿和能力不强、政策实施效果不佳等。以节能减排和环境保护为宗旨的环境规制政策是绿色发展实践中运用最为广泛的政策工具,但是实际效果还有很大的改进空间。为此,在推进制造业绿色创新发展进程中,必须对相关环境规制政策进行优化并运用,形成覆盖整个产品生命周期和产业链条的环境规制政策体系。依靠“命令控制型规制”守住绿色底线;依靠“市场交易型规制”激发绿色动力;依靠“柔性参与型规制”提升绿色效率。既要围绕绿色发展的关键任务和突出问题灵活选择规制政策,更要依托多元化的机制创新提升环境规制政策的实施效果。

Greenization of the manufacturing industry is the only way to achieve high-quality development of the manufacturing industry.Jiangsu has established green innovation as the target model for the transformation and upgrading of the manufacturing industry at the strategic planning level.This is not only the fundamental path to promote the supply side structural reform of the manufacturing industry,but also the internal requirement for building an independent and controllable advanced manufacturing system.Jiangsu has made preliminary achievements in the development of green innovation in the manufacturing industry,but there are also many shortcomings.For example,the willingness and ability to achieve green development are not strong,and the implementation of policies is not effective.The environmental regulation policy aimed at energy conservation,emission reduction,and environmental protection is the most widely used policy tool in green development practice,but there is still great room for improvement in actual effectiveness.Therefore,in the process of promoting the green innovation development of manufacturing industry,relevant environmental regulation policies must be optimized and applied to form an environmental regulation policy system covering the entire Product lifecycle and industrial chain.Relying on“command and control based regulation”to maintain the green bottom line;Relying on“market transaction based regulation”to stimulate green momentum;Relying on“flexible and participatory regulation”to improve green efficiency.We should not only flexibly choose regulatory policies around the key tasks and prominent issues of green development,but also rely on diversified mechanism innovation to enhance the implementation effect of environmental regulatory policies.
