以制度集成创新推动自贸港营商环境优化的实践探索——以三亚市为例

Research on the Optimization of Business Environment in Free Trade Ports Through Institutional Integration and Innovation——Taking Sanya City as an Example

海南自由贸易港营商环境优化是一次前所未有的深层次“放管服”变革。三亚作为国家“一带一路”倡议重要支点城市和海南自由贸易港建设高地,需要以非常规的效率和改革措施打造一流法治化、便利化营商环境。自2021年2月三亚市发布《三亚市优化营商环境若干规定》以来,三亚市以市场主体需求为导向,坚持系统谋划和解决实际问题,对标先进,注重打造“三亚经验”,聚焦市场化、法治化、国际化、便利化,以重点领域改革集成释放市场活力,营商环境明显改善。文章围绕如何进一步加大制度集成创新力度,大幅度降低企业制度性交易成本,不断提升市场主体满意度等提出了优化三亚营商环境的路径。

The optimization of the business environment of Hainan Free Trade Port is an unprecedented deepseated transformation of“streamlining management and serving”.As an important pivot city of the“Belt and Road”initiative and a highland for the construction of Hainan Free Trade Port,Sanya needs to build a first-class rule of law and facilitated business environment with unconventional efficiency and reform measures.Since the release of“Several Provisions on Optimizing Business Environment in Sanya City”in February 2021,Sanya has been guided by the demands of market entities,adhered to systematic planning and tackling practical problems,benchmarking advanced,focused on building “Sanya Experience”,marketization,rule of law,internationalization,and facilitation,and released market vitality through the integration of reforms in key fields,which have yield fruitful results.Accordingly,a path to optimize the business environment in Sanya was proposed,focusing on how to further enhance institutional integration and innovation,significantly slash institutional transaction costs,and continuously boost the satisfaction of market participants.
