The wide application of the bill of quantities valuation model provides an opportunity for the bidding units to implement the unbalanced quotations.Unbalanced quotation is an important means for bidding units to obtain high profits without increasing the total price and not affecting the winning bid,while it is a risk that tenderers need to guard against in the bidding process.From the perspective of tenderers,this paper aims to clarify the common ways for bidders to implement unbalanced quotations,analyze the causes,and summarize the specific precautions which can be applied at different stages.
