论“宽厚政治”与“元更化”时期的财政危机

On the Financial Crisis in the Period of"Lenient Politics"and"Yuanyou Genghua"

“元祐更化”时期,北宋王朝继宋仁宗之后,在短期内再次出现严重的财政危机。这主要表现为户部财政入不敷出,诸路州军仓储空虚,财用窘乏。反变法派囿于政治成见,废除熙丰新法,随意消耗熙丰理财积蓄,使财政之流日渐微弱;又忌讳理财,加上官吏冗滥,节流无效,则使北宋财政之源、流双方加剧干涸。导致这种现象的根本原因在于:在元祐“宽厚政治”的施政思想指导下,反变法派无所作为,吏治腐败,无视发展社会经济的根本大计,致使社会经济秩序混乱,大大削弱了国家财政的根基,直接促成了危机的产生。

In the period of"Yuanyou Genghua",the Northern Song Dynasty again faced a serious financial crisis in a short time after the Song Renzong.This is mainly manifested as the Ministry of Finance to make ends meet,state army storage empty,financial use running out.Because of political prejudice,the anti-reform law school abolished Xifeng's new laws and consumed Xifeng's financial savings at will,making the financial flow weaker and weaker.Moreover,financial management was taboo,with redundant officials and ineffective expenditure,which made the source and flow of finance in the Northern Song Dynasty dry up.The fundamental reason for this phenomenon lies in that,under the guidance of Yuanyou's policy thought of"Lenient Politics",the anti-reform faction did nothing,the officials administered corruption and ignored the basic plan of social and economic development,which led to the chaos of social and economic order,greatly weakened the foundation of national finance and directly contributed to the emergence of the crisis.
