美军武器装备试验鉴定体系现状研究

Research on the Current Status of the U.S.Military Weapons and Equipment Test and Evaluation System

试验鉴定是一种为了获取和评价装备数据而设计的规范化、组织化和流程化的综合性活动,是战场能力部署和武器装备升级的有力支撑。美军早在二战时就意识到试验鉴定对装备研制和作战部署的重要影响,并在战后极力发展武器装备试验能力,建成完善的试验鉴定体系,其经验和思路值得深入研究。从试验鉴定类型体系、管理体系、法规体系、策略体系、技术体系和资源体系6个角度,对美军试验鉴定体系发展历程、主要内容和体系优势进行详细分析,并总结出专项化、规范化、实战化、能力化、层次化、联合化的体系发展特点,为试验鉴定体系的发展和试验鉴定力量的形成提供参考。

Test and evaluation is a standardized,organized,streamlined and comprehensive activity designed to acquire and evaluate equipment data,which is a strong support for battlefield capability deployment and weapon equipment upgrading.As early as World War II,the U.S.military realized the importance of test and evaluation on equipment development and operational deployment,and strived to develop and build test and evaluation capabilities,gradually forming perfect test and evaluation system.Its experience and ideas deserves the attention and in-depth research.A detailed analysis and in-depth study of the development history,main components and system advantages of the U.S.military test and evaluation system from six such perspectives as type system,management system,legislation system,strategy system,technology system and resource system are carried out,and such system development characteristics as specialization,normalization,actual combat,competence,layering,joint are summarized.It intends to provide reference for the development of test and evaluation system and the formation of test and evaluation forces.
