联合全域指挥控制机理与过程模型探析

摘要 美军为了适应未来战争的需要,不断探索和创新作战理念,先后提出了多域战(multi-domain battle,MDB)、多域作战(multi-domain operations,MDO)、联合全域作战(joint all-domain operations,JADO)等一系列作战概念。结合美相关报告,厘清联合全域作战的发展脉络和联合全域作战的特点。在此基础上,结合时代特征和科技进步,总结出联合全域指挥控制(Joint all-domain operations command and control,JADC2)的机理,表现为面向任务的全面观察、打破边界的快速链接、依托数据的智能决策、面向目标的敏捷打击;提出了联合全域指挥控制“激励-观察-干预-反思”(SOAR)过程模型。该研究有利于形成对联合全域指挥控制全面深刻的理解和认知。 In order to meet the needs of future wars,the US military has been constantly exploring and innovating operational concepts,and has put forward a series of operational concepts,such as multi-domain battle(MDB),multi-domain operations(MDO)and joint all-domain operations(JADO).Combined with the relevant reports of the United States,the development context and characteristics of JADO are clarified.On this basis,combined with the characteristics of times and technological progress,the mechanism of Joint all-domain operations command and control(JADC2)is summarized as mission-oriented comprehensive observation,boundary-breaking fast link,data-based intelligent decision-making,and target-oriented agile strike;the"stimulus-observe-act-reflection"(SOAR)process model of JADC2 is proposed.This research is helpful to form a comprehensive and profound comprehension and cognition of joint all-domain global command and control.
