安徽省卫生专业技术人员高级职称评审制度改革研究

Research on the Senior Professional Evaluation System Reform for Health Professionals Majoring in Traditional Chinese Medicine and Western Medicine in Anhui Province

目的:调研了解当前安徽省中、西医卫生专业技术人员高级职称评审制度所存在的主要问题,并提出下一步改进建议,为完善中、西医卫生专业技术人员高级职称评审制度提供依据。方法:采用问卷调查法对相关专业领域专家进行调研,了解其对2019年以来卫生专业技术人员高级职称评审相关制度的建议,调研的主要内容为业绩成果评价标准、临床实践能力考核标准、支援基层相关要求等。结果:调研回收有效问卷253份,共性建议主要包括将统一录制的手术/操作视频、技术规范/卫生标准、技术专利、科普奖/科普作品、国家/省级医学继教项目纳为代表作等,西医类个性建议以临床实践技能指标为主,包括降低门诊工作量、手术/操作人次要求等,中医类个性建议包括将有特色、有疗效院内制剂算入中药饮片处方,适当降低出院患者手术/操作人次要求等。结论:卫生系列高级职称评审制度的改革要综合考虑相关专家的意见建议,以实行成果代表作制度、注重临床实践能力考核为导向,以客观、公正、科学为目标,不断完善评审标准的科学性与合理性,进而促进中、西医卫生专业技术人才队伍整体素质和实际工作水平的提高。

Objective:To investigate the main problems existing in the current senior professional evaluation system for health professionals majoring in traditional Chinese medicine and western medicine in Anhui province,and put forward suggestions for further improvement,so as to provide basis for improving the system of senior professional evaluation for health professionals.Method:Questionnaire survey method was used to investigate clinical experts to understand their suggestions on the relevant systems and standard conditions for senior professional evaluation of health professionals since 2019.The main contents of the survey include performance and achievement evaluation standards,clinical practice ability assessment standards,and related requirements for support at the grassroots level,etc.Results:A total of 253 valid questionnaires were collected,and the main common suggestions includes uniformly recorded surgery/operation videos,technical specifications/health standards,technical patents,popular science awards/works,and national/provincial medical continuing education projects,etc.The personalized suggestions of western Chinese medicine mainly contain clinical practice skills indicators,includes reducing outpatient workload and requirements for surgical/operation visits,etc.The personalized suggestions of traditional Chinese medicine include classify the effective or distinctive hospital inner preparations as traditional Chinese medicine decoction pieces,properly reduce the requirements of operation proportion in discharged patients,etc.Conclusion:System reform of the health senior professional evaluation should comprehensively consider the opinions and suggestions of relevant clinical experts.More attention should be paid to the achievement representative system and clinical practice ability assessment.Professional evaluation system should concentrate on objective,fair,scientific and reasonable,so as to promote the overall quality and actual ability of the health professionals.
