粤港澳大湾区城市群卫生资源配置公平性及效率

Equity and Efficiency of Health Resources Allocation in the Greater Bay Area

目的分析粤港澳大湾区城市群卫生资源配置的公平性及效率,为其优化卫生资源配置提供依据。方法运用集中指数分析卫生资源配置公平性,利用BCC模型及Malmquist指数模型对卫生资源配置效率进行静态、动态分析。结果2010—2020年粤港澳大湾区卫生资源的集中指数在-0.222~0.173,绝对值均呈下降趋势;卫生资源配置效率静态分析中,2020年广东省有5个城市卫生资源数据包络分析(DEA)相对有效,DEA相对无效的城市有6个;动态分析中2010—2020年全要素生产率变化均值为0.966。结论2010—2020年粤港澳大湾区城市群卫生资源配置的不公平程度逐渐缓解,配置效率存在地区差异,其中10年间全要素生产率下降主要源于技术退步。

Objective Analyzing the Equity and Efficiency of health resource allocation in the Greater Bay Area to provide suggestions for optimizing health resource allocation.MethodsUsing concentration index to analyze the Equity of health resource allocation,BCC model and Malmquist index model were used to analyze the efficiency of health resource allocation statically and dynamically.Results From 2010 to 2020,the concentration index of health resources in the bay area were from-0.222 to 0.173,and its absolute values showed a downward trend;In the static analysis of health resource allocation efficiency in the bay area,there were 5 overall effective cities and 6 non overall effective cities in 2020;In the dynamic analysis,the average change of total factor productivity from 2010 to 2020 was 0.966.Conclusion From 2010 to 2020,the unfair allocation of health resources in the the Greater Bay Area was gradually alleviated,there were regional differences in efficiency,and the total factor productivity decreased due to technological retrogression.
