摘要
实践表明,多层次多支柱养老保险体系能够实现人口老龄化背景下的养老保险制度可持续发展,但我国当前养老保险三支柱的不平衡使养老保险体系可持续发展的压力倍增。基于多层次多支柱养老保险体系的改革动力和约束条件,分别从政府、企业和个人三个层面探究其动力机制与实现路径,提出实现基本养老保险全国统筹、发展集合年金计划、规范发展个人养老保险等建议,旨在发展多层次多支柱养老保险体系,推进我国养老保险制度发展的可持续性。
Practice shows that the multi-level and multi-pillar endowment insurance system can achieve a sustainable of the endowment insurance system in the context of population aging,but the unbalanced development of the three pillars of endowment insurance in China has doubled the pressure of sustainable development of the endowment insurance system.From the two aspects of the multi-level and multi-pillar endowment insurance system,reform motivation and constraints,the dynamic mechanism and realization path are explored from the three levels of government,enterprise and individual,and suggestions such as realizing the national overall planning of basic endowment insurance,developing collective annuity plans,and standardizing the development of individual endowment insurance are proposed,aiming to develop a multi-level and multi-pillar endowment insurance system and enhance the sustainability of the development of China’s endowment insurance system.
