摘要
提升火力发电行业能效是实现绿色发展的重要保障。基于全要素生产理论,构建火力发电行业能效评价指标体系,并运用超效率SBM模型、GML指数模型对内蒙古火电行业的能效水平进行测度和分析。研究表明:内蒙古火力发电行业的能源效率从“东-西部双高引领”渐变为“西部独领”;标准煤耗率高,环境压力大,技术利用率不足等是各盟市能源效率提升的主要限制因素。进一步研究发现,各盟市技术引进与消化吸收的衔接能力不足,技术效率和技术进步的协调性较差影响了效率转化,技术创新对于火力发电行业能源效率提升存在较大的进步空间。由此提出有序推进煤电机组改造升级、强化污染物排放管理以及提高技术创新水平的优化路径,结论对内蒙古实现“能源安全”任务、促进地区高质量发展具有重要意义。
Improving the energy efficiency of thermal power industry is an important guarantee for green development,Based on the theory of total factor productivity,the energy efficiency evaluation index system of thermal power generation industry is constructed,and the super efficiency SBM model and GML index model are used to measure and analyze the energy efficiency level of thermal power industry in Inner Mongolia.The results shows that the energy efficiency of thermal power generation industry in Inner Mongolia presents a new development layout gradually changing from the"east-west double high leading"to the"western unique leading",The high standard coal consumption rate,big environmental pressure and insufficient technical utilization rate are the main limiting factors for the improvement of energy efficiency in nine cities and three leagues.It is further found that the abilities of technology introduction,digestion and absorption in nine cities and three leagues are insufficient.Moreover,the poor coordination of technical efficiency and technological progress affects the efficiency transformation,and technological innovation has greater room for improvement in energy efficiency of thermal power generation industry.Therefore,the optimization path of orderly promotion of the transformation and upgrading of coal-fired power units,strengthening the management of pollutant emission and improving the level of technological innovation is proposed.The conclusion is significant for Inner Mongolia to achieve the task of"energy security"and promote the high-quality development of the region.
