以马克思主义理论为切入点,国际话语权是以国家“利益关系”为根本,以国家“实力关系”为支撑,在国际社会“话语关系”场域中形成的“权力关系”。从理论维度、实践维度、目标维度和历史维度对国际话语权角逐及其演进现象背后的本质进行分析,具体体现为:“权力话语”与“话语权力”相融合,“相对统一”与“绝对斗争”相并存,“自我实现”与“他我认同”相融通,“普遍现象”与“特殊存在”相结合。这是对国际话语权基本问题的进一步认知与说明,也是探索新时代中国国际话语权提升策略与路径的科学依据。
