我国渔业安全生产管理问题分析和对策思考

Analysis and countermeasures for the management of Chinese fishery safety production

为更好适应新时代新形势下的渔业安全生产工作需要,文章结合我国渔业产业发展实际,运用政策解析、数据统计、案例分析、归纳演绎等方法,详细分析了渔业生产作业面临的主要安全风险和现状趋势,分别从客观条件和人的主观因素两个层面归纳总结了影响当前渔业生产安全的主要问题,围绕树牢安全发展理念、压紧压实安全责任、深化依法治渔、促进渔业转型升级、巩固源头基础治理五个方面,针对性提出了实现渔业安全生产的关键路径和对策建议。

In order to better adapt to the needs of fishery safety production in the new era and situation,this article combines the actual development of China's fishery industry and uses methods such as policy analysis,data statistics,case analysis,induction and deduction to analyze in detail the main safety risks and current trends faced by fishery production operations.Both objective and subjective problems affecting the current fishery work safety are studied.Simultaneously,for realizing the safe development of Chinese fishery industry,five critical paths are put forward in regard to establishing the concept of secure development,fulfilling responsibilities,administering fishery industry according to law,promoting the transformation and upgrading of fisheries and constructing the foundation of fishery work safety management.
