在漫长的历史演进过程中,乡贤群体有序参与乡村治理,在不同的历史时期发挥出大小不一的作用,维系着千年乡村社会的长治久安。新时代国家综合国力提升,惠民政策大力实施的新背景下,乡村社会却面临着资源空转、配套空缺、集体空心、村民空巢的四空困境。究其原因主要是乡村内生权威消退,乡民情感认同淡漠,组织动员能力弱化。面对这一困局,重新审视乡贤群体的历史作用,通过搭建乡贤作用平台、健全乡贤人才机制、构建乡贤政策支撑体系、营造乡贤文化氛围等举措拓展乡贤群体参与现代乡村治理的实践路径,才能因势利导使乡贤回归,激发出乡村治理现代化与乡村振兴的新活力。

In the long process of historical evolution,rural sage groups participated in rural governance in an orderly manner and played different roles in different historical periods,which maintained the long-term stability of rural society for thousands of years.However,under the new background of the improvement of the national comprehensive strength and the vigorous implementation of the policy of benefiting the people,the rural society is facing four empty dilemmas of idling resources,supporting vacancies,collective hollow and empty nests of villagers.The main reasons are the fading of endogenous authority in rural areas,the apathetic emotional identification of villagers,and the weakening of organizational mobilization ability.In the face of this dilemma,It is necessary to re-examine the historical role of the rural sage group,build a platform for the role of the rural sage,improve the talent mechanism for the rural sage,build a policy support system for the rural sage,and create a cultural atmosphere for the rural sage group,so as to expand the practical path for the rural sage group to participate in modern rural governance,guide the return of the rural sage according to the situation,and stimulate the new vitality of the modernization of rural governance and rural revitalization.
