数字技术赋能下“三治融合”乡村治理体系优化路径研究

The Optimization of the"Three Governance Integration"Rural Governance System under the Empowerment of Digital Technology

“三治融合”的乡村治理体系既是对我国近年来乡村治理成果的充分认可,又是对未来乡村治理发展方向的指引。然而,受主体缺位越位、差序格局尚存、文化认同淡化、协同机制缺失等的影响,当前“三治融合”乡村治理体系建设仍面临着乡村自治低效化、乡村法治边缘化、乡村德治衰落化、三治分离割裂化等问题,因此,亟需在数字技术赋能下破除时空区隔、推进普法宣传、引领先进文化、创新协作机制,以此深化“三治融合”,持续优化乡村治理体系。

The rural governance system of"three governance integration"not only fully recognizes the achievements of rural governance in China in recent years,but also guides the direction of future rural governance development.However,affected by the absence and the offside of subjects,the existence of a differential pattern,the weakening of cultural identity,and the lack of coordination mechanism etc.,the current construction of the"three governance integration"rural governance system still faces problems such as the inefficiency of rural autonomy,the marginalization of rural rule of law,the decline of rural rule of virtue,and the separation and fragmentation of the three governance.Therefore,it is urgent to break the time-space gap,promote legal publicity,lead advanced culture,and innovate the coordination mechanism with the help of digital technology to deepen the integration of"three governance"and continuously optimize the rural governance system.
