On the Strategic Choice of the Communist Party of China in 1944 and the Establishment of The Anti-Japanese Base Area in Western Henan Province

1944年4月,日军发动豫湘桂战役后,中共中央分析抗战大局,提出“巩固华北华中,发展华南”的重大战略,创建豫西抗日根据地是这一战略的重要组成部分。在全面抗战初期,中共中央从战略上考虑,提出创建豫西抗日根据地,指示河南省委动员各种力量到豫西农村工作,又派人在洛阳建立八路军办事处,为创建豫西根据地做准备。1944年5月以后,中共中央发出一系列指示,领导创建了豫西抗日根据地,开展党的组织建设、政权建设、经济建设等,为抗日战争的胜利做出重要贡献,具有深远的历史意义。

In April 1944,after the Japanese launched the campaign in Henan,Hu′nan and Guangxi Provinces,the Central Committee of the Communist Party of China analyzed the overall situation of the Anti-Japanese War and proposed a major strategy of"consolidating the base in North and Central China and developing new basis in South China".The proposal of establishing anti-Japanese base in western Henan was an important component of this strategy.In the early stages of the full-scale Anti Japanese War,the Central Committee of the Communist Party of China strategically put forward the idea of establishing anti-Japanese base in western Henan,instructed the Henan Provincial Party Committee to mobilize various forces to work in rural areas in western Henan,and sent personnel to establish the Eighth Route Army office in Luoyang to prepare for the establishment of the base there.In 1944,the Central Committee of the Communist Party of China issued a series of instructions,leading the creation of the anti-Japanese base in western Henan,carrying out party organization construction,political power construction,and economic construction,continuously consolidating and expanding the base area,and making important contributions to the victory of the Anti-Japanese War,which has a profound historical significance.
