Can Inclusive Finance Promote the Common Wealth?——Based on Meta-Regression Analysis

共同富裕是中国特色社会主义的本质要求,是中国式现代化的重要特征。在助力脱贫攻坚、消灭绝对贫困取得全面胜利的基础上,促进共同富裕是下一步普惠金融工作的重点。理论分析表明,普惠金融能够通过降低金融服务门槛、促进经济增长等机制缩小收入差距,促进共同富裕。但普惠金融市场“精英俘获”现象、经济机会不足、金融素养匮乏影响普惠金融对收入分配的改善作用,甚至可能加大收入不平等。对86个实证研究模型的Meta回归分析显示,普惠金融对共同富裕的影响受到普惠金融指数构造、样本时间与区域范围等研究特征的显著影响。未来应继续大力发展普惠金融,提升低收入群体的金融服务覆盖面、可得性和满意度;同时更注重产业培育等“造血”机制建设,加强金融消费者教育,提升消费者金融素养,疏通金融发挥作用的渠道。

Common wealth is the essential requirement of socialism with Chinese characteristics and an important feature of Chinese-style modernization.On the basis of the comprehensive victory in helping to fight poverty and eradicate absolute poverty,promoting common prosperity is the focus of the next step in financial inclusion.Theoretical analyses have shown that inclusive finance can narrow the income gap and promote common prosperity through mechanisms such as lowering the threshold for financial services and promoting economic growth.However,the phenomenon of"elite capture"in the financial inclusion market,insufficient economic opportunities and lack of financial literacy affect the role of financial inclusion in improving income distribution and may even increase income inequality.Meta-regression analysis of 86 empirical research models shows that the impact of financial inclusion on common wealth is significantly affected by research characteristics such as the construction of the financial inclusion index,sample time and regional scope.In the future,we should continue to vigorously develop inclusive finance and enhance the coverage,accessibility and satisfaction of financial services for low-income groups;at the same time,we should pay more attention to the construction of"blood-creation"mechanisms such as industrial cultivation,strengthen financial consumer education,enhance consumers'financial literacy,and unblock the channels through which finance can play a role.
