区域海洋经济创新协作深化策略——泛粤港澳大湾区考察

Regional Marine Economy Innovation and Collaboration Enhancement Strategy-The Pan-Guangdong-Hong Kong-Macao Greater Bay Area Study

创新协作是促进区域海洋经济高质量发展和加快建设海洋强国的核心抓手。基于2010—2020年涉海领域专利合作申请数据,利用社会网络法从泛粤港澳大湾区内城际协作、跨域城际协作以及城市内部创新个体协作三个层面,分析泛粤港澳大湾区海洋经济创新协作关系的时空演进特征。研究表明,在海洋经济城际创新协作网络中,泛粤港澳大湾区核心城市协作趋于紧密,并倾向于寻求横向跨域的创新协作对象,海洋经济创新个体协作关系网络则呈现“政府引导、企业主导、科研院校多方协作”的特征。基于此,需要关注创新产出与协作关系发展错位问题,借力城市产业优势寻求创新协作的契合点,打破创新协作关系网络的路径依赖与锁定,重视政府在协调创新行为者关系中的作用,以提升区域海洋经济创新协作水平,促进海洋经济高质量发展。

Innovation and cooperation are the core conditions for promoting the high-quality development of regional marine economy and accelerating the construction of a powerful marine country.Based on the data of patent cooperation applications in the maritime field from 2010 to 2020,this paper analyzes the temporal and spatial evolution characteristics of the marine economic innovation cooperation relationship in the Pan-Guangdong-Hong Kong-Macao Greater Bay Area from three levels of inter-city cooperation,cross-regional inter-city cooperation and intra-city innovation individual cooperation.The research shows that in the inter-city innovation collaboration network of marine economy,the core cities of the Pan-Guangdong,Hong Kong and Macao Bay Area tend to cooperate closely and tend to seek horizontal and cross-regional innovation collaboration objects,while the individual collaboration relationship network of marine economic innovation presents the characteristics of“government guidance,enterprise leadership,and multi-party collaboration of scientific research institutions”.Based on this,it is necessary to pay attention to the dislocation of innovation output and the development of collaborative relationship,to seek the meeting point of innovation collaboration by taking advantage of urban industrial advantages,to break the path dependence and lock-in of innovation collaboration network,and to attach importance to the role of government in coordinating the relationship between innovative actors,so as to enhance the level of regional marine economic innovation collaboration and promote the high-quality development of marine economy.
