汽修企业取得排污许可证后的问题分析及对策建议

《排污许可管理条例》的实施对持有排污许可证企业的环境管理提出了更高的要求,而很多汽修企业的环保意识比较薄弱,对环境管理的重视程度不够,致使其日常的环保管理仍存在一些问题。为提升汽修企业在持有排污许可证之后的环境管理水平,分析汽修工艺流程,以及各环节的废气、废水、噪声和固体废物产生及排放情况,梳理汽修企业持证后普遍存在的几类环境管理问题。在此基础上,以排污许可证为核心,从企业持证后自查、污染物排放口建设、自行监测开展、环境管理台账建立、执行报告填报及提交和环境信息公开等方面梳理并提出环境管理的重点和建议,为汽修企业取得排污许可证之后环境管理工作的开展提供参考。

The enforcement of the Regulations on the Administration of Pollutant Discharge Permit requires more strict supervision of the enterprises that own the pollutant discharge permit.Quite a few vehicle repairing plants have some problems in their daily environmental management although they have been granted the permit.This paper analyzes the work flow of vehicle repairing and the emission of waste gas,wastewater,noise and solid waste in stages of the workflow.Typical environmental management problems are sort out.Around the pollutant discharge permit,the key things of post-permit management are put forward in the aspects of enterprise self-inspection against the permit,construction of pollutant discharge outlets,self-monitoring,establishment of environmental management records,completion and submission of compliance reports and disclosure of environmental information.
