财政预算管理一体化系统实施以来,推动了财政预算管理制度改革,为建立现代财政制度奠定了坚实基础,有助于提升国家治理效能、深化财政体制改革、夯实财政基础工作、加快构建“阳光财政”,但在使用过程中出现了诸如财务人员对财政预算一体化系统认识不足、管理制度不健全、系统建设有待完善、运维能力有待提高、复合型人才短缺等问题,应该通过加强财务人员思想认识、健全管理制度、完善系统建设、提高系统安全运维能力、培养复合型人才等路径来解决。

The implementation of the integrated system of fiscal and budget management has promoted the reform of the fiscal and budget management system,laid a solid foundation for the establishment of a modern fiscal system and helped improve the national governance capacity,deepen the reform of the fiscal system,consolidate the financial foundation and accelerate the construction of“Sunshine Fiscal”.However,in the process of using the financial budget integration system,there are some problems,such as the lack of understanding of the financial budget integration system,the imperfect management system,the system construction to be improved,the operation and maintenance ability to be improved,and the shortage of compound talents.It is necessary to solve the problems in the implementation of the system by strengthening the ideological understanding of financial personnel,improving the management system,perfecting the system construction,improving the system's safety operation and maintenance ability and training compound talents and other ways to solve the problems in the implementation of the system.
